We value Volusia County fuel businesses in three separated parts: the real estate (comparable improved fuel-site sales, or capitalized fair market rent), the fuel business (sustainable gallons times sustainable cents per gallon), and the store (inside-sales gross profit less the cost to operate it). Adding three defensible components is more accurate than borrowing a blended multiple from an unrelated deal.
Then we apply the adjustments the evidence supports: remaining fuel supply term and unamortized image loan balance, underground storage tank age against FDEP upgrade deadlines, open discharge or remediation files, access and turning movements on International Speedway Blvd, and any redevelopment value in the dirt.
Every Volusia County opinion of value is then tested three ways — debt service coverage at realistic acquisition terms, price per gallon against comparable fuel-site sales, and how much of the price the real estate alone supports if the business underperforms.
Volusia County demand is visitor-weighted, which changes how a site should be underwritten. Peak-season gallons on US-1 can run well above shoulder-season volume, so pricing off a twelve-month average understates a strong site and overstates a weak one. We model high season, low season, and a blended year separately, then price off the sustainable blend.
Visitor-driven stores also skew the inside-sales mix toward beverage, snacks, and single-serve items rather than the tobacco and multi-pack basket of a commuter store. That mix carries better gross margin but more revenue volatility, and lenders discount it accordingly. Hurricane-season disruption, insurance cost, and windstorm deductibles belong in the Volusia County expense model, not in a footnote.

Four adjustments move the number most: remaining fuel supply agreement term and any unamortized image loan, UST age and FDEP discharge history, lease term and renewal options if the site is leased, and how verifiable the reported inside sales actually are.
Owner-reported cash sales that cannot be tied to POS records, deposits, and tax returns do not get credit from a buyer or a lender — which is the most common reason an asking price and an offer never meet across Volusia County, Florida.
