State Registrations for Fuel Retail
Start with the Florida Department of Revenue: register the entity for sales and use tax and for the applicable fuel tax accounts based on how you buy and sell product. Retailers buying tax-paid fuel from a licensed distributor have a lighter filing burden than those importing or wholesaling, so confirm your role before applying.
Then register with the Florida Department of Agriculture and Consumer Services, which regulates petroleum fuel quality and inspects dispensers for measurement accuracy under weights and measures rules. Devices must be sealed, accurate, and labeled correctly, and inspections occur without notice.
Storage Tank and Environmental Registration
Storage tank systems must be registered with the Florida Department of Environmental Protection, with the registration reflecting the correct owner and operator. On a leased site, confirm in writing whether the landlord remains registered owner while you are the operator — FDEP holds both to defined duties.

At the county or city level you need a local business tax receipt, zoning confirmation that fuel sales are permitted at the address, fire department approval for fuel handling, and, in some jurisdictions, a separate environmental or storage tank local program approval — Broward, Miami-Dade, Palm Beach, Hillsborough, and several others run delegated county programs with additional requirements.
