This is the vetting checklist for confirming a US fuel jobber is legitimate and properly credentialed.
Federal Credentials
Ask for the federal excise tax registration (Form 637) activity letters relevant to their role, plus EPA hazardous materials registration where applicable. If they haul, they need an active USDOT number with hazmat and tank vehicle authority.
Verify carrier safety ratings publicly and confirm drivers hold CDLs with hazmat and tanker endorsements under a compliant testing program.
State Licensing and Bonding
Every state licenses motor fuel distributors or wholesalers and requires a surety bond tied to tax liability. Confirm the license is current in each state where they will deliver, using the state revenue department's published list.
Also check state environmental registrations for any bulk plant or storage they operate, and local fire-marshal permits where they place tanks.
Insurance and Certifications
Request certificates of insurance for auto liability at hazmat limits, general liability, pollution legal liability, and workers' compensation, naming you as certificate holder where appropriate.
Industry credentials add confidence: petroleum equipment technician certifications for service work, tank installer and inspector certifications, and membership in state and national petroleum marketer associations.
Red Flags
Refusal to disclose the index, no verifiable license number, insurance certificates that expire mid-term, no named terminal access, and no references from accounts your size. Any one of those warrants a second bid.
