Business and Tax Registrations
Form your operating entity and obtain a federal employer identification number. Register with the state for sales tax collection, employer withholding, and unemployment insurance. Obtain a local business tax receipt or occupational license from the city and county, and confirm zoning permits the use and any planned expansion.
Fuel sales also require state motor fuel tax registration, and depending on structure, a wholesaler or retailer fuel license.
Fuel, Tank, and Environmental Permits
Underground or aboveground storage tanks must be registered with the state environmental agency, with proof of financial responsibility for cleanup and third-party liability, current leak detection and monitoring, cathodic protection where applicable, spill and overfill prevention, and operator training certification.
In Florida, tank registration and compliance sit with the Department of Environmental Protection, and county programs often conduct the inspections. Registration transfers to the new owner, so confirm the compliance record before closing rather than inheriting a violation.
Weights, Measures, and Fuel Quality
Dispensers must be inspected and sealed for accuracy, and fuel quality is tested by the state agriculture department in most states. In Florida this is the Department of Agriculture and Consumer Services, which also regulates devices, price posting, and card skimmer security requirements at the pump.
Plan for annual device registration and periodic inspection as a recurring compliance cost, not a one-time item.
Store-Side Licensing
Beer and wine or full liquor licensing through the state alcoholic beverage authority; tobacco and nicotine retail permits; a lottery retailer contract with its bonding requirement; a food permit if you prepare or handle open food; and a health department or agriculture inspection depending on food type.
