At the state level, expect a Florida Department of Revenue sales and use tax certificate, a Department of Agriculture and Consumer Services registration for retail motor fuel and device inspection of dispensers, a fuel tax license where you are the importer or wholesaler, and Department of Environmental Protection storage tank registration for every regulated tank on site.
If you sell beer or wine, add a Division of Alcoholic Beverages and Tobacco license, which is quota- and location-sensitive and does not automatically follow a change of ownership. Lottery sales require a separate Florida Lottery retailer contract, and tobacco sales require a dedicated permit.
County and Local Approvals

What Transfers and What Does Not
Tank registration transfers with the site but must be updated to the new owner promptly. Sales tax certificates, business tax receipts, alcohol licenses, lottery contracts, and food permits are entity-specific and must be reissued to the buying entity — often requiring inspections that take weeks.
The practical sequence is to open applications during the contract period, not after closing, and to confirm in writing which permits the seller holds, whether any are subject to open violations, and whether the alcohol license is being sold with the business.
